Engr. Mukhtaar Temitope Tijani

Managing Director

Mukhtaar Tijani is a results-driven engineer with a strong technical background in the energy sector. He started his career at Schlumberger Oilfield Services and rose up to the position of Senior Field Engineer where he was responsible for planning and executing drilling jobs costing up to half a million USD daily. He continued his career as the Senior Engineer/Engineer in Charge at Kinley exploration where he reported directly to the Chief Executive Officer. At Kinley, Mukhtaar was tasked with building drilling and mining equipment from the fabrication stage till the complete utilization of the tools at the rig site. One of his most successful jobs was a $25million mining trial executed for Iluka, the Australian state-owned mining company.

In November 2015, he was appointed by His Excellency the President of the Federal Republic of Nigeria as the Special Assistant on Power working in the Office of the Vice President. In this role, he was tasked with advising top-level government and proffering solutions to issues plaguing the Nigerian Electricity Supply Industry.

Based on his impressive track record and the wealth of experience gained, He was appointed General Manager of the Lagos State Electricity Board in August 2019.

Mukhtaar is also a distinguished public sector leader with specialized training from the Blavatnik School of Government at Oxford University. He earned a BSc in Geology from the University of Houston in Houston, Texas, USA, and holds an additional degree in Petroleum Engineering from the University of Oklahoma in Norman, Oklahoma, USA.

Furthermore, Mukhtaar has acquired valuable expertise through postgraduate certificates in several critical areas namely:

  1. Regulation of the Power Sector – Florence School of Regulation, Florence, Italy.
  2. Managing Power Sector Reform and Regulation – University of Cape Town
  3. Financing Private Power Projects in Africa – University of Cape Town.

Engr. Mukhtaar Temitope Tijani is currently the Managing Director of Lagos Water Corporation.

 

 

Helen Omolanke Taiwo

Executive Director (Operations)

HELEN OMOLANKE TAIWO is a certified Engineer with over thirty (30) years ample experience in project planning, administration and management with bias for drainage and watershed management, with competence in project management areas, such as negotiation, supervision and team leadership as well as engineering contract administration and project planning.

Presently she is working on reforming the water sector, with a view to produce a sustainable sector that is capable of meeting the demands of a rapidly growing population of the State. She started her career as a Civil Engineer with the Lagos State Government in 1999, where she worked with various Civil Engineers on several key Government projects where she was responsible for the supervision of World Bank Assisted Drainage Projects in the State.

 She manages the repair, maintenance and construction of public Infrastructure, supervise renovations and maintenance of the State’s asset. She prepares cost estimates for materials, equipment and labour to determine a project’s economic feasibility. Compile, submit permit applications to local, State and federal agencies, verifying that projects comply with various regulations. In August, 2019, she was appointed as the Director, Water Resources Department, Office of Drainage Services and Water Resources, Lagos State Ministry of the Environment and Water Resources.

She was tasked with revitalizing the Water sector, Liaising with the Ogun-Osun River Basin development Authority (OORBDA) on the activities around the management of Oyan Dam that helps Lagos State through Ministry of the Environment and Water resources prepare for flood occurrences, also with the Nigerian Metrological Agency (NImet) and the collaboration led to achieving the installation of 3 (Nos.) Automatic Weather Stations (AWOs) with a state of the art control center in the State, which helps to establish flood data bank for future analysis, design and forecast for proactive measures.

Further collaboration was with the NIHSA, Federal Ministry of Water Resources and Development Partners (WaterAid UK, WaterAid Nigeria etc). She championed the reviewed of the State’s water, Sanitation and Hygiene (WASH) policy which awaits the Governor’s ratification. Prior to her appointment as the Director (Water Resources) in the Ministry of the Environment and Water Resources, she was the Director (Engineering Services) of the Lagos State Infrastructure Asset Management Agency (LASIAMA), where she oversees the smooth running and maintenance of the health, schools and courts facilities.

She took up the responsibility of a General Manager for about Three weeks before the appointment of a new one

Due to the wealth of experience gained in Asset Management and the Water Sector, coupled with her impressive track record and core diligence, she was recently appointed by His Excellency the Governor of Lagos State, Mr. Babajide Olusola Sanwo-Olu as the Executive Director (Operations) in Lagos Water Corporation.

HELEN OMOLANKE TAIWO is a graduate of Ondo State University, Ado-Ekiti. She holds a degree in B (Eng.) in Civil Engineering and also MSc. in Water Resources & Environmental Engineering from the University of Lagos, Akoka. She is presently, the Vice Chairman of Nigerian Institution of Environmental Engineers (Lagos Chapter) and also a Fellow of the Nigerian Institution of Environmental Engineers (FINEE).

Furthermore she holds membership in several engineering Association such as Council for the Regulation of Engineering in Nigeria (COREN) Nigerian Society of Engineers (NSE) Member, American Society of Civil Engineers (ASCN) International Water Association (IWA)

 

Mr. Ibrahim Aro

Head, Finance and Accounts

Mr. Aro holds a Higher National Diploma in Accounting and Finance from Lagos State Polytechnic in Isolo, Lagos. He became a qualified Chartered Accountant in November 2002 and possesses a strong foundation in accounting. Mr. Aro has been a valuable member of the Corporation since 1991 and has gained extensive experience in both the public and private sectors.

Throughout his career, he has held various positions in different departments, including the Commercial Department, Finance and Accounts Department, and Projects Account. In January 2009, he transitioned to the Audit Department as the Assistant General Manager (Audit) and currently serves as the Head of Finance and Accounts.

Mr. Michael Oyeyinka Ajose 

Head, Sales & Commercial

Mr. Michael Oyeyinka Ajose holds a Bachelor’s degree in Biochemistry from Lagos State University, as well as a Master’s degree in Biochemistry. He also holds a Postgraduate Diploma (PGD) in Computer Science, a Master of Business Administration (MBA) in Marketing, and Postgraduate Diploma (PGD) in HSSE, all from the University of Lagos. He is an Associate member of the Nigerian Institute of Management and a member of the Nigerian Water Supply Association.

With extensive training both locally and internationally, Mr. Ajose possesses a broad range of experience in Commercial management. Having dedicated over two decades to the Corporation, he has amassed a wealth of knowledge in Water Utility organization.

Through the years, he has held various positions within the Corporation, including Commercial Liaison Officer, Zonal Commercial Manager, Area Secretary, Area Manager, District Commercial Manager, and Regional Business Manager.

Currently, he serves as the Head of the Sales & Commercial Department.

 

Engr. Mustapha Olajide Agiri

Head, Production

Engr. Mustapha Olajide Agiri joined Lagos Water Corporation in September 1993 as an Assistant Officer in the Engineering department.

So far, he has played a crucial role in fulfilling the Corporation’s mandate of providing potable water by successfully executing projects in accordance with standardized production procedures. He has held various positions, including Deputy Production Manager/Maintenance Manager and Production Manager, at different waterworks. Currently, he serves as the Production Manager at the Adiyan Waterworks, overseeing a production capacity of 70MGD.

Engr. Agiri holds both a Bachelor’s and Master’s degree in Mechanical Engineering from the University of Lagos. He is also affiliated with esteemed professional bodies such as the Council for the Registration of Engineering in Nigeria (COREN) and the Nigerian Society of Engineers (NSE).

Presently, he holds the position of Head of the Production Department within the corporation.

Mr. Sheriff Akinpelu
Head, Admin & Human Resources

Mr. Sheriff Akinpelu earned a Bachelor of Arts degree in History from Lagos State University in 1990. In 1994, he furthered his education by obtaining a Postgraduate degree in Public Relations from the Nigerian Institute of Journalism (NIJ). He also holds a Postgraduate degree in Public Affairs with a specialization in Public Enterprises Management from the Administrative Staff College of Nigeria (ASCON) in 2008.

In 1992, Mr. Akinpelu joined Lagos Water Corporation and served as the District Manager of Ogudu Zone from 2009 to 2012. Following that, he assumed the role of District Manager of Ikeja Zone from 2012 to 2016 before being transferred to the Head Office in Ijora.

Currently, he holds the position of Head of the Admin & HR Department within the corporation.

Mr. Olabode Oriola

Head, ICT

Mr. Rufai Olabode Oriola became a part of Lagos Water Corporation in December 1994, initially serving as a Corporate Planning Officer.

In 2000, he was assigned to the ICT department where he has since played a vital role in monitoring and maintaining computer systems and networks within the organization. Additionally, he is responsible for optimizing computer networking configurations to ensure optimal performance. Mr. Oriola also contributes to the installation and support of all ICT hardware and software.

Having undergone various IT trainings, he holds a Bachelor’s degree in Computer Science from the Federal University of Agriculture.

Currently, he serves as the Head of the ICT Department within the corporation.

Mrs. Yetunde Adedugbe   

Head, Customer Care   

Mrs. Yetunde Adedugbe obtained a degree in Chemistry Education from Lagos State University in 1989. Later, in 2008, she pursued a Master’s in Public Administration from the same university. Her professional journey began with the Lagos Teaching Service Commission, where she worked from 1991 to 1995. In 1995, she transferred her services to Lagos Water Corporation, initially assuming the role of Meter Officer. From 1996 to 1997, she served as a Data Officer, and in 1998, she became the Zonal Manager of Amuwo. Throughout the years, she held various positions as Area Manager across different zones, leaving a significant impact in each role.

In 2016, Adedugbe was appointed as the Regional Manager of Shomolu, a position she held until December 2018. Currently, she serves as the Head of the Customer Care department within the corporation.

She is a proud full member of the Nigerian Institute of Management (NIM) and a member of the Nigerian Water Supply Association (NIWASA).

Mr. Lateef Adekunle Imam

Head, Planning and Budget

Lateef Adekunle Imam is the Head of the Planning and Budget department at the corporation since 2022. He attended Ansar Ud Deen Grammar School, Randle Ave, Surulere, from 1979 to 1984. Later, he pursued a B.Sc. in Statistics at the University of Ilorin, graduating in 1992. Subsequently, he obtained a Postgraduate Diploma in Management from the University of Calabar in 2000 and an MBA from LASU in 2008.

Lateef joined the corporation’s workforce on January 13, 1995, as an Assistant Officer (Corporate Planning) at Level 08. Over the years, he demonstrated exceptional capabilities and progressed to his current position as Director (A&HR). He has served in various departments, ranging from Corporate Planning to Planning & Budget and the commercial department.

Between 1999 and 2008, he held the position of Zonal Manager in seven different zones before being appointed as Area Manager in Victoria Island and later Ikoyi/Lagos Island in 2015. Following a corporate restructuring in 2016, the corporation adopted a regional management approach, and Lateef held managerial roles in three different regions from 2016 to 2022.

Lateef is an esteemed member of the National Institute of Marketing of Nigeria (NIMN) and an associate member of the Nigeria Institute of International Affairs (NIIA). His involvement in these prestigious organizations speaks to his dedication to professional growth and development.

 

Mr. Adedoyin Omotayo

Head, Quality Assurance

Mr. Adedoyin Omotayo holds a B.Sc. (Hons) degree in Microbiology from the University of Lagos. Throughout his career, he has gained extensive experience in various industries, including Education, Banking, and Marketing. He became a part of our corporation in 1996, initially serving as an officer (scientific).

Over the years, Mr. Omotayo has actively pursued professional development opportunities and has completed training in both Total Quality Management (TQM) and Public Health. Furthermore, he has played a crucial role as a Quality Assurance Officer in multiple water treatment plants, ensuring the highest standards of product and service excellence.

 

Engr. Richwell Otukpe

Head, Engineering & Technical Services

Engr. Richwell Otukpe is a seasoned Mechanical Engineer with a bachelor’s and master’s degree in mechanical engineering from the University of Lagos. After a brief stint in the private sector, he joined Lagos Water Corporation in 1996 as the Operations/Maintenance Manager at the Ishasi waterworks. Later, in 1999, he assumed the role of Production Manager at the Epe Mini Waterworks.

Due to his proactiveness and dedication to his job, he rapidly ascended the career ladder, holding various managerial positions at different waterworks, leaving a significant impact in each of his assignments. In 2008, he became the Deputy Production Manager at the Adiyan major waterworks, overseeing the mechanical stability of the plant round the clock.

Between 2017 and 2021, he served as both Regional Production Manager and Regional Business Manager at different waterworks, demonstrating his versatile skill set. In October 2021, he was appointed as the Production Manager of the Iju waterworks.

In addition to his academic achievements, Engr. Otukpe also holds an Advanced Certificate in Project Management from the University of Lagos and a Certificate in Office Automation from the Information Technology Institute Limited, Lagos State. He is an active member of the Nigerian Society of Engineers and is registered with COREN (Council for the Regulation of Engineering in Nigeria).

Presently, Engr. Richwell Otukpe holds the esteemed position of Head of the Engineering and Technical Services Department, where he continues to contribute his expertise and leadership to the organization’s success.

 

Mrs. Ganiyat Titilola Kareem

Head, Property & General Services

Mrs. Ganiyat Titilola Kareem joined Lagos Water Corporation in June 1996, assuming the role of Assistant Commercial Manager. Throughout her career with the corporation, she has held various positions at different zones. Notably, she served as the Commercial Manager at the Ifako-Ijaiye Zonal Office and took on other roles at different zones.

From 2014 to 2018, she held the position of Regional Sales and Commercial Manager at the Ikeja Zonal Office. Subsequently, during the corporation’s restructuring into Business Regions, she became the Regional Business Manager for the South-East Region, serving from 2018 to 2021.

Mrs. Kareem holds a Bachelor’s Degree in Mass Communication from the University of Maiduguri. Additionally, she earned an MBA from Ladoke Akintola University.

Presently, she serves as the Head of Property and General Services within the corporation.

 

Mrs. Olabisi Saint John

Head, Internal Audit

Mrs. Olabisi Saint John obtained a Higher National Diploma in Accountancy from Yaba College of Technology in 1993. She embarked on her journey with Lagos Water Corporation in 1996, starting as an Accounts Officer in the Final Accounts unit. Over the years, she demonstrated her versatility and proficiency by taking on various roles within the Finance and Accounts Department, including the Variation unit in 1997 and subsequently becoming the head of the Account Payable Unit in 2002. In 2008, she assumed the position of head of the Store Accounting unit and, during the same year, became an Associate National Accountant, showcasing her commitment to professional growth.

Continuing to excel in her career, Mrs. Saint John was appointed Treasury Manager in 2017 and later returned to the helm of the Finance and Accounts Department in 2018. In 2022, she transitioned to the Internal Audit department, bringing with her a wealth of invaluable experiences and expertise accumulated over the years. Presently, she serves as the head of the Internal Audit department, where she continues to contribute her exceptional skills and knowledge to the organization.

Engr. Esther Adenike Ogunsua

Head, Distribution

Engr. Ogunsua, Esther Adenike, has been serving as the Head of the Distribution Department in the corporation since 2022. She began her educational journey at Ilupeju Grammar School, Ilupeju, where she attended from 1983 to 1989. Subsequently, she pursued her B.Sc. in Civil Engineering at Obafemi Awolowo University, Ile-Ife, and successfully obtained her degree in 1999.

Joining the corporation on September 2nd, 1999, as an Engineer (II) in the Civil Engineering Department with a GL 09 designation, she has demonstrated remarkable dedication and proficiency, steadily advancing her career to her current position as Deputy Director.

Throughout her tenure, Engr. Ogunsua has undertaken various roles within the corporation, including Zonal Manager, Area Manager, and Regional Distribution Manager, gaining invaluable experience and expertise in the field.

Additionally, she holds the esteemed membership of COREN (Council for the Regulation of Engineering in Nigeria), further underscoring her commitment to professional excellence and adherence to industry standards.

 

Mr. Olanrewaju Alaba Fashola

Company secretary/Legal Adviser

Mr. Olanrewaju Alaba Fashola is a renowned expert in the WASH (Water, Sanitation, and Hygiene) sector, having dedicated over 20 years to providing the corporation with invaluable advice on various environmental and governmental law matters.

His extensive expertise lies in policy development, formulation, dispute resolution, and institutional reforms. Throughout his career, he has successfully negotiated complex Multi-Party Transactions for major water projects and infrastructure.

Mr. Fashola served as the legal adviser to the Lagos Water Corporation for the Urban National Water Sector Reform Project (2NUSWRP) and the AFD Assisted Intervention (2NUSWRP).

He holds a Bachelor of Law degree from Lagos State University and a Master of Law degree from the University of Lagos.

Presently, Mr. Fashola holds the position of Company Secretary/ Legal Adviser within the corporation, bringing his wealth of knowledge and experience to support its operations.
